The Canaries' formation is unclear with only one winger included in their line-up, while Sam McCallum, Jacob Sorensen and Marcelino Nunez replace Dimitris Giannoulis, Grant Hanley and Christian Fassnacht.
Borja Sainz starts after his red card in Wednesday's 3-1 loss to Middlesbrough was rescinded by the FA.
Shane Duffy is absent with a muscle injury expected to keep him out until the international break, while Onel Hernandez saw his season cut short last week by a broken foot in training.
Jonathan Rowe will be out until next month with a hamstring injury, leaving only Sainz and Christian Fassnacht as regular first-team wingers.
Former Norwich striker Jordan Hugill, who watched that Boro defeat from the away end in midweek, is on the Millers' bench.
