Defensive midfielder Charlie Gilmour is touted with a Canaries' switch following his surprise summer release from Arsenal.
The Daily Record report on Monday afternoon the 20-year-old will join the Premier League new boys when his Gunners' contract officially expires this month.
Gilmour was touted with a move to boyhood club Rangers but the Scottish youth international appears to favour a link up with top flight City.
The Brighton-bred youngster did make two Europa League appearances for Unai Emery's club in the group stages of last season's competition but never featured in the Premier League.
Gilmour spent his entire youth career at Arsenal but was one of six players released earlier this month alongside Danny Welbeck, Stephan Lichtsteiner and Aaron Ramsey.
The 20-year-old made 19 Premier League Two appearances for the Gunners last season and Norwich's recruitment strategy includes attracting fresh talent to their development pool, alongside equipping Daniel Farke's senior set-up for a crack at the Premier League.
Norwich have so far made one signing this summer, with Manchester City forward Patrick Roberts sealing a season-long loan move.
