The 22-year-old can play in defence or midfield and has played for England at youth level.
“Rehman is a very good young player with Premiership games under his belt,” said City boss Nigel Worthington. “At 6ft 2in he gives you a bit more strength and power.”
The Canaries are expected to put the final touches to a deal to bring striker Jonatan Johansson in from Charlton today.
