The 25-year-old, who missed the trip to Exeter for City's first pre-season match of the summer on Saturday, is believed to be in talks with the Black Cats over a move.
City boss Peter Grant, who lost Robert Earnshaw to Derby earlier this month, is also in danger of losing Youssef Safri, who is still being linked with a move to West Bromwich Albion.
Team-mate Darren Huckerby spoke of his disappointment at the prospect of City losing Etuhu.
“We can't afford to keep losing our best players,” he said. “Dickson looks like he is going somewhere else, Saff maybe, we have already lost Earnie - for a team that you would say struggled a little bit last season, to lose three of your best players, you can only go on like for that for so long.”
