Norwich City and Brighton are facing FA charges in relation to the fracas between players on both sides during the League One match at Carrow Road on November 24.
The Canaries have admitted the charge and have requested a personal hearing.
Each club has been charged under FA Rule E20 (a) for “failure to ensure its players conducted themselves in an orderly fashion and/or refrained from provocative behaviour”.
Players from both sides piled in after the Canaries' Darel Russell was fouled.
Hertfordshire referee Keith Hill, after consulting his assistant, showed three yellow cards - to Russell, Brighton's Dean Cox and visiting skipper Andrew Crofts.
