The 21-year-old left back was reported to have been having a medical with the Canaries yesterday and Eagles manager Neil Warnock confirmed: “We've accepted an offer from Norwich for Rhoys.”
The Wales Under-21 international has found opportunities at Selhurst Park difficult to come by since recovering from a serious knee injury three years ago.
He has made just one senior appearance for Palace but played on loan for Bournemouth last term, making 13 appearances.
