England netted all five of their spot-kicks through skipper José Baxter, Ryan Tunnicliffe, Jonjo Shelvey, Emmanuel Frimpong and Ezekiel Fryers to win the game and add a second honour for the season after lifting the Victory Shield last November.
Germany sealed third place in the competition after beating Ivory Coast on penalties.
City's on-loan pair Ryan Bertrand and Kieran Gibbs are in the England Under-19 squad for tonight's friendly against Russia at Milton Keynes.
