One national newspaper claims Rangers have agreed a £1.2million deal for Hall when the transfer window opens in January, beating off opposition from Norwich and Coventry.
Hall joined Wigan from Crystal Palace for £3m last season but he has hardly played this term and is available in a major overhaul planned by new boss Steve Bruce at the JJB Stadium.
Hall, 26, was linked with a Carrow Road move during the summer, when then City manager Peter Grant admitted an interest.
He has reportedly turned down a number of loan opportunities
