Manager Bryan Gunn confirmed the news following Norwich City's 3-2 win over Airdrie United on Saturday.
The Canaries boss is set to make Whaley his fifth signing of the summer having agreed a fee with Preston for the 24-year-old winger.
Whaley met the squad in Scotland and held what Gunn says were positive talks and was given the weekend to mull over City's offer.
