Manager Bryan Gunn confirmed the news following Norwich City's 3-2 win over Airdrie United on Saturday.
The Canaries boss is set to make Whaley his fifth signing of the summer having agreed a fee with Preston for the 24-year-old winger.
Whaley met the squad in Scotland and held what Gunn says were positive talks and was given the weekend to mull over City's offer.
t Gunn also confirmed that triallist Jens Berthel Askou is returning to Norfolk with the rest of the team. The Danish defender is set to train with Norwich City all week and is likely to feature in Saturday's friendly against a Manchester United XI.
